The Ministry of Panchayati Raj (MoPR) will launch the “People’s Plan Campaign” (PPC) 2025-26, called “Sabki Yojana, Sabka Vikas,” across all states and Union Territories on 2nd October 2025. This campaign aims to prepare Panchayat Development Plans (PDPs) for the year 2026–27.

Since 2018, this campaign has helped local Panchayats create plans that reflect local needs and align with national goals. These plans are made through special meetings called Gram Sabhas, where people from villages and towns share their priorities. So far, over 18 lakh Panchayat plans have been prepared, and over 2.5 lakh plans are being worked on for 2025-26.

The Ministry has already held virtual meetings with state departments to prepare for the campaign. On 2nd October 2025, special Gram Sabhas will be held to officially start the campaign.

  1. Local Governance: It will help make local governance more transparent and accountable.
  2. Community Involvement: The campaign will encourage people’s participation in planning for their villages.
  3. Review and Planning: Gram Sabhas will review past plans, identify delays, and prioritize projects that still need attention.
  4. Focus on Tribal Empowerment: The campaign will especially work on improving conditions for tribal communities through the Adi Karmayogi Abhiyaan.
  5. Better Services: By involving everyone, from Panchayat members to local staff, the campaign aims to improve service delivery and outcomes in rural areas.

In short, the campaign will make sure that people in rural areas have a say in how their local development plans are made and that these plans align with national goals.
