PM Modi at 25th SCO Summit in China: Calls for Strong Action Against Terrorism, Pushes Connectivity & Reform

Prime Minister Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Tianjin, China, from 31 August to 1 September 2025.

The summit witnessed deliberations on SCO Development Strategy, Global Governance Reform, Counter-Terrorism, Peace & Security, Economic Cooperation, and Sustainable Development.

In his address, PM Modi emphasized India’s approach to strengthening cooperation under three pillars – Security, Connectivity, and Opportunity.

  • On Security – He urged SCO nations to adopt a zero-tolerance approach towards terrorism, calling for decisive action against terror financing and radicalization. Thanking member states for their solidarity after the Pahalgam terror attack, he warned against “double standards” and stressed holding countries supporting cross-border terrorism accountable.
  • On Connectivity – PM Modi reaffirmed India’s support for projects like the Chabahar Port and the International North-South Transport Corridor (INSTC), underlining their role in boosting trade and trust among nations.
  • On Opportunities – He pushed for deeper cooperation in start-ups, innovation, youth empowerment, and shared cultural heritage, and proposed setting up a Civilizational Dialogue Forum within SCO to enhance people-to-people ties.

PM Modi also backed the reform-oriented agenda of the grouping, welcoming new centres for tackling organized crime, drug trafficking, and cyber threats. He further called for reforming multilateral institutions, including the United Nations, to reflect today’s realities.

The Summit concluded with the adoption of the Tianjin Declaration. PM Modi thanked Chinese President Xi Jinping for hosting the summit and congratulated Kyrgyzstan on assuming the next SCO Presidency.
