The Government of India has rolled out an ambitious ₹24,104 crore initiative under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyaan (PM JANMAN) to uplift 75 Particularly Vulnerable Tribal Groups (PVTGs) across 18 states and one union territory. The scheme was launched by Prime Minister Narendra Modi on November 15, 2023, and is being executed through 11 key interventions by 9 central ministries.
The objective of PM JANMAN is to ensure basic facilities such as safe housing, clean drinking water, education, healthcare, nutrition, road and telecom connectivity, household electrification, and sustainable livelihoods for PVTG communities over the next three years.
Funds Allocation and State Performance
According to data presented by Union Minister of State for Tribal Affairs Shri Durgadas Uikey in the Lok Sabha, a significant part of the central share, amounting to ₹15,336 crore, has already been allocated, with states contributing ₹8,768 crore. The Ministry of Tribal Affairs has sanctioned over ₹293 crore so far.
Tamil Nadu, which houses over 3.65 lakh PVTG individuals, received a substantial amount of ₹25.87 crore, with ₹10.10 crore for Model Primary Centres (MPCs) and ₹5.43 crore for Van Dhan Vikas Kendras (VDVKs).
Other major beneficiary states include Madhya Pradesh (13.22 lakh PVTG population) and Maharashtra (6.7 lakh PVTG population).
Support Through Data Collection & Technology
To implement the mission effectively, the government is using the PM Gati Shakti mobile application for conducting habitation-level surveys. This digital exercise enables real-time mapping of infrastructure gaps and PVTG population data for better targeting of resources.
Additional Welfare Measures for PVTGs
Apart from PM JANMAN, several targeted programs support PVTGs:
- Eklavya Model Residential Schools (EMRS): 5% seats are reserved for PVTG students in all EMRSs, offering education from Classes 6 to 12.
- National Fellowship for STs: 25 out of 750 fellowships are reserved for PVTG students.
- National Overseas Scholarship: 3 out of 20 slots are reserved for PVTG candidates pursuing higher education abroad.
NGO Support in Tamil Nadu
In Tamil Nadu, the Ministry of Tribal Affairs has released over ₹12 crore to NGOs and voluntary organizations working for tribal welfare from 2020 to 2026.

PVTG Population Across India
According to the habitation survey, the total estimated PVTG population in India stands at 47.5 lakh. States with the highest numbers are Madhya Pradesh (13.22 lakh), Maharashtra (6.7 lakh), and Andhra Pradesh (5.18 lakh).
PM JANMAN is a historic step towards inclusive development and social justice for some of India’s most marginalized tribal communities. The Centre’s focus on data-driven governance and cross-ministerial collaboration under this scheme is expected to bring measurable improvements in the lives of PVTGs nationwide.
