The Department of Pension & Pensioners’ Welfare (DoPPW) will conduct the largest-ever Digital Life Certificate (DLC) Campaign from November 1 to 30, 2025, covering over 1850 districts, cities, and towns across India through more than 2500 camp locations.
The annual drive, aimed at ensuring pensioners can continue receiving their pensions without visiting offices physically, will use Face Authentication technology to promote digital empowerment. The government has set a target of 2 crore DLC submissions this year, adopting a saturation model to reach pensioners even in the remotest corners of the country.
Massive Outreach Network
- India Post Payments Bank (IPPB): 1600 district and sub-divisional post office camps with the support of 1.8 lakh postmen and Gramin Dak Sewaks; doorstep DLC services available.
- 19 Pension Disbursing Banks: 900+ locations in 315 cities.
- 57 Pensioners’ Welfare Associations: Mobilizing pensioners for camps.
- Support from Ministries & Departments: DoT, Railways, DoP, Defence (CGDA), EPFO, UIDAI, and MeitY.
State & Bank Coverage Highlights
- Highest state participation: Uttar Pradesh (170 cities/towns), Madhya Pradesh (127), Bihar (114).
- Top banks in outreach: SBI (82 cities), PNB (31), Bank of India (27).
Last year’s DLC Campaign 3.0, held in 845 cities, saw 1.62 crore DLC submissions. This year, with more than double the coverage, DoPPW aims to make the process easier, faster, and fully digital for India’s growing pensioner population.
